Capital Improvement Projects

Process Overview

 

There is a need to proactively provide a pool of funds for capital improvement projects and emergency infrastructure breakdowns.  Examples of improvement projects are: new video display equipment; and parking lot resurfacing.  Examples of emergency infrastructure breakdowns are: HVAC breakdown/replacement; and major roof leak repairs.  To provide for this, the following Capital Improvement Process is being considered:

 

1.    A Capital Improvement Campaign will be initiated every 4 years to fund Capital Improvement Projects.

 

2.    Capital Improvement Projects will be requested prior to each Campaign from church members, staff, and committees.  A 4 Year Capital Improvement Project List will be created.  Click here to download the Project Request Form

 

3.    Once the Capital Improvement Campaign begins, no new projects can be added to the list.  The list will then be prioritized.  Optionally, the Project List can be re-prioritized by Ad Council yearly.

 

4.    The top project on the Project List will receive campaign funding first.  A project cannot begin until it is fully funded.

 

5.    Infrastructure breakdowns, such as a broken furnace, that is not covered through other funds (i.e., Trustees Maintenance Budget), can immediately tap into the Capital Improvement Campaign fund, thereby avoiding the need to ask the congregation for emergency giving.

 

6.    If a new project is wanted and did not make the current 4 Year Project List, it would be put on the next 4 Year Project List.  If it is felt that the project cannot wait, only after 12 months of the start of the Capital Improvement Campaign can the new project be brought to the Ad Council for approval to start outside the Capital Improvement process, and if funding is needed, a special ask to the congregation.

 

7.    The first dollars collected during each 4 Year Capital Improvement Campaign will be put into an account to cover the required monthly payments needed to pay off the remaining Campaign 3600 bank loan.

 

8.    Memorial gifts can be used to partially or fully fund any project on the Capital Improvement Project List.
